What is required to marry a Russian.?

No not a mail order bride. I met a Russian woman who is currently on a visa in Japan. If we were to become married, is it easier to do in Russia, Japan or America. What kind of documentation is required. Once married, would she be entitled to the same benefits as other Americans? Any advice would be greatly appreciated.
